1. Background and Goals of Project
During Japan's high growth era when there was a sudden influx of population into the Tokyo Metropolitan area, Makuhari located to the west of Chiba City was earmarked for suburban residential development to serve as a new bedtown for Tokyo. The first development plan for Makuhari was formulated in the 1960's. However, with the development of the economy and rapid urbanization, the Narita New Tokyo International Airport and expressways were constructed in Chiba prefecture. Being located right between the new international airport and central Tokyo, the locational advantage of Makuhari was suddenly increased. In line with moves to decentralize the governmental and other activities of Tokyo, the potential for developing Makuhari into a new center for business and commercial activities began to attract much attention.
As a result, the land use plan was revamped, and in 1975, a new "Makuhari New City Basic Plan" was formulated. This included most of the developments we see today at the Makuhari New City.
Since that time. Makuhari has been positioned as one of the 3 leading projects (Makuhari Narita, and Kazusa)promoted by Chiba Prefecture. In 1985, the development of Makuhari as a new international business district offering diverse functions was determined.
2. Content of Project
Makuhari New City is located along the waterfront of the Tokyo Bay. It is adjacent to the Port of Chiba which handles the highest volume of cargo in Japan. Being situated halfway between the New Tokyo International Airport and central Tokyo, the excellent location has been a factor which has promoted the agglomeration of business and research institutes, commercial businesses, educational facilities and residential housing. Makuhari is being developed as an international business center for the 21 st century and which can meet the needs of a highly advanced information oriented society. Specifically the basic goals of the project are developing:
*A concentration of international businesses centered on the Makuhari Messe.
*the core businesses of advanced and growing industries, and R&D facilities.
*advanced academic and educational training facilities to meet the needs of advanced technology industries.
*a comfortable and attractive residential environment which can accommodate the social needs and life style of the new age.
